Public-sector rigor. Utility-program depth. One accountable consultant.
Belinda McMillan Haener founded BMH Strategic Solutions after more than 20 years leading transit operations, grant compliance, and low-income energy programs. She brings both sides of the table: the agency that has to pass the review and the program team that has to deliver to a regulator. She also partners with other consulting firms and project teams, from a single deliverable to a full engagement.
Transit
From 2017 to 2022, Belinda served as Assistant Director of Transportation for the City of Fresno’s Fresno Area Express (FAX), a system serving 10 million annual riders with a 118-vehicle fleet. She led FTA grant management and compliance, prepared and managed the agency’s 2018 and 2022 Triennial Reviews, implemented TAM and PTASP plans, guided Title VI updates, and led development of the agency’s ADA Transition Plan. She secured funding for and oversaw implementation of the Transform Fresno TCC Connector electric bus service, including its Title VI analysis, council reports, and public outreach.
Municipal government
From 2001 to 2012, Belinda worked in the City of Fresno’s City Manager’s Office and Planning and Development Department, rising from Staff Assistant to Management Analyst, with a focus on public policy and local ordinances and regulations.
Utility programs
From 2012 to 2017, as Senior Program Manager at Richard Heath & Associates, Belinda managed PG&E’s Energy Savings Assistance Program: a team of 35 field personnel and call center staff, and more than 30 subcontractors. She achieved 120% of annual savings targets, and more than 50,000 low-income households served.
Regulatory compliance and proposals
From 2022 to 2024, as Chief Operating Officer (also Vice President, Operations and Training) at The Ortiz Group, Belinda led CPUC regulatory compliance and managed a $3 million annual budget. She authored the winning proposal for the implementer team on PG&E’s Zonal Equity Electrification Pilot(Electrify My Block) and contributed to winning proposals for the California Energy Commission’s Equitable Building Decarbonization Direct Install Program and CalMTA, where she served as low-income representative on the implementation team.
